What Has Happened to Core Funding?

Or what is with all this project-based funding?
 
Based on my 18 years of experience as a grant writer, securing grants is getting more and more challenging.  
 
Years ago when core funding was shifting to program funding, organizations felt the impact and called for a return to core funding. Then program funding started to shift to project funding and organizations felt the impact. 
 
Then project funding based on outputs shifted to projects with outcomes and organizations felt the impact. Now project funding relies on confirmed demonstrated success with a hint of innovation and organizations are feeling the impact.  
 
There are two important points to highlight about this trend: organizations must be agile, strong and committed to continuous learning; and the pursuit of grant money must engender benefits other than money. 
 
And the third point exasperation of a communal Argh!
